The 1999 banquet feature address was delivered by Oklahoma's First Lady Kathy Keating. Mrs. Keating is well-known in her home state as an outspoken activist of many causes, including education. She is prominently remembered during the aftermath of the bombing of the Alfred P. Murrah Federal Building for her spirit building activity.
